Hesed meaning includes kindness and mercy, often expressed in a continuing relationship. Chesed is another English spelling of the same Hebrew word. No single English gloss carries every use. Exodus describes God's character, Ruth records a human act of kindness, and Psalm 136 repeats a refrain of enduring mercy.
Hesed is not a secret extra word behind every English use of love. Read the Hebrew term in its particular sentence. The older Strong entry gives kindness and related glosses; the selected editions use goodness, loving kindness, mercy or kindness. A covenant setting can matter, but it should be shown from the passage rather than assumed from a slogan.

Exodus: mercy beside truth and judgment
Exodus 34 places the proclamation after the broken tablets and the making of new ones. The paired language of mercy and truth belongs to God's self-description. Verse 7 also speaks of guilt and judgment. An account that quotes only kindness can conceal the tension within the actual passage.
The KJV gives goodness in verse 6 and mercy in verse 7. WEB Classic uses loving kindness. ASV uses lovingkindness. These differences show why the English surface should be compared before assigning one fixed translation. They are renderings of the passage, rather than three different accounts of the event.
Ruth: a person's kindness in a family setting
In Ruth 3, Boaz calls Ruth's later kindness greater than her first. The scene concerns her request and the family relationship. It is a human action in a concrete story. It does not require that the English sentence be rewritten as a complete theological definition.
Notice the comparative word later. The speaker looks back on what Ruth has already done. A word study that removes the comparison loses part of the sense supplied by the sentence. The narrative tells us what kind of act Boaz praises.
Psalm 136: a refrain gives the word a role
The repeated refrain makes enduring mercy a response to the remembered acts of God. Reading the whole psalm shows the acts the refrain accompanies. The opening verse alone gives a clear example of wording, but it does not exhaust the poem.
Do not turn each historical dictionary gloss into a sense that applies at once. A range of possible uses is not a bag of extra meanings to insert into every verse. The local grammar and event narrow the range.

Verdict: Hesed Meaning
Hesed meaning has to stay beside the act or relation described. The Exodus proclamation, Ruth's kindness and the Psalm refrain show why one English gloss is insufficient. Attribute covenant language to its context.
